Is it possible for the U.S.govt.to start putting foreig aid into American industry?

There's foreign aid and there's foreign trade. I agree that it would be nice to have the government help our industries and the people who work for them. Foreign trade is what's hurting our industries. Foreign aid gives us influence and it sometimes helps those in desperate need.
