Why non-shy girls get all the guys?

I'm shy and quite insecure and always wait for men to make the first move. On the other hand, my female friend - same scale of looks as me - is almost outrageous in her non-shyness, and seems to get all the guys. She is always at the centre of attention, leads the conversation with 5-6 people at once, has no problem in playfully touching stangers, even dispenses unrequested advice, criticising and praising loudly other people. She laughs at men's jokes loudly and makes sometimes kind of explicit compliments like "check you out, y" or something. Men seem to fall for her all the time. On a sadder note, she would happily interrupt other girls conversations to men to get all attention focused on her. Her personality is admittedly over the top. Is this the behaviour that a girl should have to get all the guys?
