Why has my boss not thrown out my dum stupid supervisor who does no work and surfs net whole day?

they are having an affair! or maybe its favoritism, or maybe the supervisor's actually good at doing some one thing that's valuable, or maybe the boss doesn't know, or maybe the company doesn't have the means to fire someone, or maybe it's a cult thing. I worked in a cult run business and they never fired this supervisor who was a huge legal liability to the company because he was a cult member.
